Introduction to Dongguan Eco-Industrial Park


Being part of the Guangzhou-Shenzhen-Hong Kong Gold Corridor, Dongguan Eco-Industrial Park is located in the center of Dongguan city and covers a total of 103 sq. km. It leans against Guangzhou in the north, and Shenzhen and Hong Kong in the south. Positioned as the city’s technology and innovation center, Dongguan Eco-Industrial Park is devoted to developing circular economy and advancing eco-civilization. It represents an essential part of Dongguan’s effort to innovate the development mode, promote restructuring and industrial upgrade, enhance the quality of urbanization, and build an urban pattern that is composed of one city center and four clusters in the northwest, southwest, northeast and southeast. It is also the cluster, powerhouse and accelerator of innovation-driven development in the city.

The development of Dongguan Eco-Industrial Park since it its founding can be summarized in three stages. Stage one: establishment and initial development. In 2001, Songshan Lake Science and Technology Industrial Park was founded, with a planned control area of 72 sq. km; Later in 2006, Dongguan Eco-Industrial Park was set up with a planned control area of 31 sq. km. Stage two: accelerated development. In September 2010, Songshan Lake was upgraded into a National High-Tech Technology Industrial Development Zone; In 2011 Dongguan Eco-Industrial Park was listed as one of the first provincial circular economy industry parks in Guangdong province. In 2012, approval was given to build Dongguan Eco-Industrial Park into a national model park for eco-industry. Stage three: innovation-driven development. In December 2014, a decision was made by the municipal Party committee and municipal people’s government to integrate the development of Songshan Lake High-Tech Zone and Dongguan Eco-Industrial Park to build the city’s technology and innovation center. In September 2015, Dongguan Eco-Industrial Park was nominated as a national independent innovation demonstration area. In the same year, Dongguan Eco-Industrial Park ranked the 30th of all national high-tech zones in China in terms of overall strength, from the 53rd in 2013.


Guided by scientific and technological innovation, Dongguan Eco-Industrial Park has taken innovation-driven development as its core strategy to further reforms all-round and solidly push forward various tasks. It has gradually broken away from the traditional development path and built new momentum of development. The initial results of innovative development have started to show. Now Dongguan Eco-Industrial Park stands as a vivid example of implementing the scientific outlook on development, advancing ecological civilization and pursuing innovation-driven development. Furthermore, it serves as a significant platform for ensuring steady growth, making structure adjustment and transforming the development mode towards realizing high-level rising.

First, an eco-friendly urban framework has been laid up. In line with the planning idea of “building a livable and business-friendly city and developing the industries while preserving the environment”, Dongguan Eco-Industrial Park adopts the ring structure that can best protect the eco-environment and lays out function areas in a way that encourage industrial concentration to promote seamless integration of natural ecological environment with artificial facilities. From the very beginning, construction of eco-environment, urban infrastructure and auxiliary facilities have been launched according to a high standard from a high starting point. Eco-parks of over 3.5-million-m2 have been constructed, such as Song Hu Yan Yu (Songshan Lake in Misty Rain), Yuehehu Park, and the like. With over 60% of green coverage, Songshan Lake has now been recognized as a 4A national scenic sport. National urban wetland parks, such as Xiasha Wetland, Yanling Wetland, Dazhenpu Wetland and Zhongyangshuixi, have been built up, totaling about 6.5 million m2. In addition, over 300 km of roads and greenways have been constructed and communication, power, water, drainage and gas facilities have been put in place along the way at the same time. In order to restore water ecology, heavy investment has been made to carry out water control and wetland reform projects, which include one river system, two drainage channels and three drainage stations. At Dongguan Eco-Industrial Park, first-class ecological environment is a major competitive edge as well as a brand and striking feature.

Second, industrial clusters have begun to take shape. To establish a “4 plus 1” modern industry system, Dongguan Eco-Industrial Park vigorously promoted high-end electronic information industry, spared no effort in driving the bio-technology industry, prioritized the development of robot industry, accelerated new energy industry and actively cultivated modern service industries like cultural creation and e-commerce. In line with the said industry system, industry platforms have been constructed to provide a broader space for industrial development. They include the University Innovation Town, Taiwan High-Tech Zone, Cross-Straits Bio-Technology Industrial Cooperation Base, China-Israel Industrial Park and the International Robot Industrial Base. There are now 68 industrial enterprises above designated size, 33 service enterprises above designated size and 13 wholesale and retail enterprises above designated size. In addition to 350 SMEs that have great development potential and momentum, Dongguan Eco-Industrial Park has introduced a large number of leading Chinese and foreign enterprises, including Huawei Machine, Huawei Terminal Headquarters, CIMC, Amperex Technology Yulong Communication, Shengyi Technology, EAST, TP-LINK, HEC Pharmacy headquarters, Dalian Machine Tool, Chuangchi, Lifotronic, Holtek Semiconductor. Up to now, there are altogether 20 public enterprises and 14 candidates.

Third, a relatively complete innovative ecological system has been formed. The innovation-driven development strategy has been practiced across the board. By pooling various elements of innovation, an innovative ecological system has been created, integrating talents, high-tech enterprises, incubators and accelerators, with enterprises playing a dominant role and talents a key role. Further, major efforts have been devoted to attracting high-caliber talents, which helped to introduce over 3,400 doctors and masters, including 17 experts from the 1,000 Talents Plan, two leading talents of Guangdong province and 37 leading talents of Dongguan city in innovation and entrepreneurship. Great attention has been given to foster high-tech enterprises. So far, 107 high-tech enterprises have settled in Dongguan Eco-Industrial Park and another 50 have been included in the provincial list of high-tech enterprises for cultivation. Painstaking efforts have been made to help resident enterprises master key technologies. As of 2015, special fund for S&T development totaling 233 million yuan had been invested to aid resident enterprises develop core technologies. This helped to foster a group of S&T enterprises that own core technologies, such as Guangdong Incode Automation Co., Ltd. in possession of the absolute value encoding technology, Quotient Kinematics Machine in possession of the open robot visual and programming system. Besides, the big incubator strategy has been employed. Up to now, there are in total four national incubators, five national maker spaces, eight provincial maker spaces, 15 municipal incubators and 24 new-type research institutes, hosting over 550 enterprises. The total area of incubators reached up to one million m2. Moreover, approximately 60 financial service institutions have been brought in and five government-guide funds have been set up to enhance the integrative development of science and technology with finance.

Last but not least, public service facilities have been constructed and improved. Dongguan Eco-Industrial Park has always committed to the integration of industries with the city. As a result, it paid special attention to supporting facilities and urban management to provide convenient living environment for resident enterprises and their employees. Aside from shopping malls such as Wanke Life Plaza, Creative Life Town, 3,849 public rental houses have been built and put into use and another 8,000 or so are being planned. Two additional business-related supporting facilities – Taike Garden Business Street and Taiwan Park Cross-Straits Biotechnology Complex, have been panned. As for education, Dongguan Eco-Industrial Park has formed a complete educational chain that ranges from higher education to infant education. With a number of schools and universities located within the park, such as Dongguan University of Technology, Guangdong Medical University, Dongguan Polytechnic, Dongguan Vocational Education Center, Dongguan Middle School – SSL School, Tung Wah Senior High School, Dongguan Experimental Middle School, Central Primary School, Experimental Primary School and Yiming Kindergarten, “learning at Songshan Lake” has become a well-known brand. With regard to internet access, free WIFI coverage now reaches 20 sq. km. and is expected to cover the whole area by the end of this year. Wireless networks can be accessed for free in all buses and all bus routes can be inquired online. Online payment is also realized via the Songhuwuxian APP. When it comes to health facilities, community-based health services have been improved and social capital has been introduced to support TCM development. So far, Guangzhou University of Chinese Medicine has set up a TCM Hall and Hongde TCM has established an Outpatient Dept. there. The construction of Dongguan Second People’s Hospital has also been advanced and Dongguan Eco-Industrial Park Hospital is being planned. To enrich the cultural life of local enterprises, brand cultural activities like Songhu Lecture and Songhu LIVE are held regularly. The creative market opens every weekend. The 1st Dongguan Science and Technology Marathon has also been successfully launched. As for government service, an administrative service organization centered on technology innovation, industrial development and talent work has been established at Dongguan Eco-Industrial Park. The all-in-one-counter one-stop service has been applied and a reversed non-action responsibility investigation system has been established to enhance administrative service.


In the future, we shall endeavor to practice the development concept of “innovation, harmony, green, openness and sharing”. Under the spiritual guidance of innovation-driven development, we will make bold explorations and reformative innovations to implement the “1+2+N” plan for building Dongguan independent innovation demonstration area. We shall promote regional cooperation across the board to open up a new pattern of open cooperation. We shall strive to lead all national independent innovation demonstration areas in the PRD region. We shall work hard to raise our overall ranking (among all national high-tech zones) to the 20th by 2020 to match with the overall strength and status of Dongguan city. By 2025, we expect to further raise the ranking to the 18th, slightly higher than the city’s GDP ranking among all large and medium-sized cities in China. Our goal is to become the innovation center of the city with the most innovation resources, the largest economic contribution, the most beautiful eco-environment and complete urban functions. Meanwhile, we hope to create a new growth point that offers the best environment for enterprises, makes the largest economic contribution and features an optimal mix of high quality talents.
