WeChat-based handling of administrative approval for transportation enterprises and vehicles achieved at Dongguan Customs

“Permission granted”, a Wechat message pops up on the cellphone screen of Su Huanzhang who is the business manager of Dongguan Huabang Auto Transport Services Co., Ltd. As a transport enterprise registered with the Customs to carry goods under Customs supervision, it is quite important for the company to handle, between April and May every year, annual inspection of its vehicles (either owned by or registered under its name) responsible for transporting Customs-supervised goods. A few days ago, Su Huanzhang has learned from Dongguan Customs, which is affiliated to Huangpu Customs that this service could be handled by summiting an application through Wechat. She presented applications for annual inspection of company’s transportation vehicles immediately, soon a feedback from Dongguan Customs was received.    

 “Applying for services via Wechat is very convenient so that we don’t need to wait in line and upload data copies to the computer anymore. What we need to do is take out our cellphones. Querying process status and results also could be done.” said Su Huanzhang.

The reporter has learned that approval of registration, cancel, renewal, alteration of domestic enterprises and vehicles responsible for transporting Customs-supervised goods is one of the nine administrative approval items of the Customs. Dongguan Customs has moved this approval item to the cellphone with the reform of “Internet + Customs”. Following the Wechat official account of “Huangpu Port Customs’ Clearance Service”, enterprises are able to attend to business anytime anywhere and to check processing status and approval opinions with no need of downloading apps.

 “This work is the result of our deepening the reform of “Internet + Customs”, which enables enterprises to attend to administrative approval services through Wechat platform anytime anywhere rather than restricted by time and places. This reform has largely improved convenience for the goal of reducing the burden on enterprises and boosting their development.” said Gao Xiang, deputy chief of Dongguan Customs. 

For this reform of Dongguan Customs, Du Genhong, head of Dongguan Honlink International Logistics Co., Ltd, also found it convenient and said: “We are capable to attend to service when go out for business. It is not necessary for us to spend time to be there and makes no effect on company’s operation.”

Chen Ping, chief of Dongguan Customs, said: “Handling administrative approval business via Wechat is a requirement from the General Administration of Customs, P. R. China and Huangpu Customs. It is a concrete measure to bring out community-level initiative and put ‘Internet + Public service’ into practice. We hope that this reform would bring more convenience to the people and enterprises, helping them attend to service with less time and procedures. Meanwhile, business environment would be more transparent and law-based.
