Dongguan Enjoyed a Turnover of RMB 420.2 Billion in E-commerce in 2017, with All the Titans Flooding in

Inside the Customs Surveillance Zone of Dongguan International Express Center in Nancheng, a CT machine of the Department of Control and Inspection for Express Business under Customs Administration of Dongguan was examining the goods in the truck that was randomly selected by the computer. Following the examination, the goods were then reloaded into the truck. After customs clearance, the truck would be locked with a customs lock. The goods would be directly delivered to Hong Kong International Airport and sold to countries around the world by taking the planes there.


Starting from August 15 last year, such scene repeats at Dongguan International Express Center every day. According to the statistics of the Customs Administration, over RMB 14 billion worth of goods of cross-border e-commerce passed through Customs Administration of Dongguan and Shatian Office of the Customs Administration. Before customs services were available in the customs administrations in Dongguan, goods of cross-border e-commerce of the enterprises in Dongguan could only export their goods through Guangzhou and Shenzhen, which substantially lowered the efficiency and increased the logistic costs of the e-commerce enterprises.

The improvement of customs environment reflects the increasing improvement of e-commerce ecology in Dongguan. With well-equipped e-commerce ecology, Dongguan has attracted a large number of e-commerce titans, making e-commerce serve as a new momentum for Dongguan’s industrial growth.


More than 200 tons of goods of cross-border e-commerce are cleared through customs on a daily basis.
At the recently concluded annual conference of Dongguan Electronic Commerce Federation, Deputy Director Huang Chaodong of Bureau of Commerce of Dongguan City announced that the turnover of e-commerce of Dongguan reached RMB 420.2 billion in 2017, which was an increase of 13.5%. The growth of import and export volumes of cross-border e-commerce registered 680% with RMB 14.3 billion. Branches of China Post in Dongguan have delivered 87.69 million international parcels with an average of 280,000 parcels every day, which was a year on year growth of 23.6%.

 

Behind the impressive statistics lies the changes of e-commerce ecology in Dongguan.
On January 11, the journalist found that the staff working in the above mentioned Customs Surveillance Zone were busy dealing with such procedures as unloading, unpacking, inspecting and loading. These procedures made the entire inspection process look efficient and orderly. The goods of cross-border e-commerce waiting for customs clearance were basically from Hongyuan Cross-border E-commerce Industrial Park under the supervision of Customs Administration of Dongguan.


Over the past 5-odd months since Hongyuan Cross-border E-commerce Industrial Park launched cross-border e-commerce export business in last August, the goods of e-commerce exported from the industrial park increased from 10 tons to over 200 tons on average every day. Currently, the industrial park has attracted the settlement of such quality express companies as SF Express, UPS, and DHL. The commodities for export are from such prominent e-commerce platforms as Tmall Global, JD.com, and Vipshop, exporting to many countries and regions, including countries in Europe and America, and Hong Kong Special Administrative Region.

 
Dongguan Babi E-commerce Co. Ltd. is in charge of the customs clearance of the parcels from the express companies in Hongyuan Cross-border E-commerce Industrial Park. Liu Huiyu with the company told the journalist that the rapid growth of business was attributed to the convenient customs clearance services provided by Customs Administration of Dongguan. Babi E-commerce Co. Ltd. helps transport the goods from Hong Kong International Airport to abroad, which imposes strict requirement on time management. Customs Administration of Dongguan thus adopts an operation mode featuring “year-round” and “customs settlement within 24 hours after e-commerce commodity declaration”. Trucks with e-commerce export enjoy priority, and almost none of them has ever failed to catch the flight.


Liu Huiyu told the journalist that before custom clearance services for cross-border e-commerce commodities were made available by Customs Administration of Dongguan, the commodities had to be cleared in Guangzhou or Shenzhen, which caused great inconvenience and increased logistic costs. Now customs clearance is within reach in Dongguan, contributing to the rapid development in business.

 

The well-equipped e-commerce ecology has attracted settlement of many enterprises in Dongguan
Apart from Dongguan’s advantage in place of goods supply, the rapid development of such needed ecology as logistics, customs clearance and finance for developing e-commerce has emerged as an important edge to attract settlement of e-commerce giants in Dongguan. Dongguan has formed a pattern of four cross-border e-commerce customs clearance zones featuring Dongcheng, Nancheng, Changping and Shatian, and two bonded areas including Qingxi and Port of Humen. In last November, Bureau of Commerce of Dongguan City had officially submitted a report to the Ministry of Commerce for applying for the third batch of national cross-border e-commerce comprehensive pilot area, striving to explore a new development path of cross-border e-commerce with Dongguan characteristics throughout the country. Moreover, Dongguan has also unveiled “Implementation Opinions on Further Accelerating E-commerce Development of Dongguan” and “Measures on the Management of Special Fund for E-commerce in Dongguan” to drive e-commerce development.


Attracted by the well-equipped development ecology, many enterprises came to settle in Dongguan. In last year alone, JD.com has launched two projects in Dongguan. Last January saw the groundbreaking of the company’s Asia No.1 Dongguan Machong project. The project plans to build e-commerce operation center, intelligent logistics demonstration base, regional purchase center, e-commerce park, and establish the country’s first batch of pilot O2O mode. The project will evolve into a comprehensive logistics park in the future with such functions as order production logistics center, large-scale distribution center and large-scale transfer center. Within the plans of JD.com, the project will be built into the e-commerce base of Dongguan and the logistics hub. It is expected to be put into operation in 2018.


On August 25 last year, People's Government of Dongguan Municipality and JD.com Inc. signed the strategic cooperation agreement. JD.com will carry out all-round cooperation with Dongguan in such areas as e-commerce, smart manufacturing, cloud computing, and big data, making Dongguan become the core of the future settlement of JD.com in the south and the profit center.


E-commerce giant Alibaba Group also refuses to lag behind. On top of the previously settled projects, it has officially signed the cooperation framework agreement on e-commerce development with People's Government of Dongguan Municipality in last February. According to the agreement, the two sides will cooperate in eight areas, including cross-border e-commerce, company credit, exhibition O2O, “debut of leading towns”, three-dimensional e-commerce, e-commerce brand building, Training School of Taobao University, as well cloud computing and big data.

The development of e-commerce is reshaping Dongguan’s traditional industries
The enormous manufacturing enterprises group, complete industrial chain, strong logistics distribution capacity, and favorable business environment constitute the major factors behind the flooding in of Internet giants to Dongguan. The constant influx of such giants has not only boosted Dongguan’s Internet industry, but is also reshaping some of its traditional industries.

 
Established in 1985 in Houjie, Dongguan, Wenhua Garments Manufacturing Factory was among the first batch of the Chinese-foreign equity joint ventures after reform and opening up. It has now developed into a manufacturer specializing in shirts, combining development, design, production, and operation.


In recent years, the company has been dedicated to the “Internet Plus” transformation and upgrading and has achieved satisfying results. Someone in charge of the company told the journalist that the company has succeeded in the industrialization of massive customized production by following Industry 4.0 intelligent manufacturing and using its independently designed automatic pattern generation system as well as APP patent customized system. “BILANG” is a brand dealing with customized men’s wear under the company. Through relevant systems, it provides a strong system support for the O2O marketing of DIY customized clothes. It is a comprehensive online shopping platform that provides customers with DIY men’s wear, offering integrated services of online customized design and offline experience in physical stores.


By contrast, located in Changping, Dongguan, Sanflag Fashion Co., Ltd. (hereinafter referred to Sanflag), sells its products through PC, mobile devices, and physical stores to expand domestic sale. Apart from that, it has also established Juaimei e-commerce platform to sell products like clothes, shoes and bags “Made in Dongguan”.
The person in charge of the company told the journalist that OEM is the main business of SanFlag. Juaimei is an integrated e-commerce platform developed by SanFlag, selling products such as clothes, shoes, and leather wares. At present, there are more than 1,000 suppliers stationing on the platform.


Dongguan boasts many more companies whose development hinges on e-commerce like Wenhua and SanFlag. Guangdong Cosmo Lady, for instance, has become the top underwear brand on Vipshop and a key strategic business.
